What makes a good architectural design?

Contemporary Architectural Design of Axis Viana Hotel
Located in Viana do Castelo, this is Axis Viana Hotel. This building's overlapping stacked volume generates a series of different perspectives, ranging from a full box in a frontal view, to a complex column when seen from the sides. The 2 lower levels have a concrete structure, with the rest of the boxes resolved in a steel structure sitting on top of it. This hotel has been built with materials like glass, aluminum and stone. When you see the front view it seems that it has no order in the windows, with different widths and spaces.
My criteria for good architectural design:
-Out of the box contemporary design.
-Aesthetically appealing
-Building having a useful purpose
-Easy to maintain
-Cheap to build

I consider the aesthetically appealing contemporary out of the box design good architectural design. The hotel has a restaurent and a business centre that contains 5 conference centres for business thus it has many useful purposes.
